Chapter Four: Program Logic Modeling as a Tool for Developing a Disaster Response and Mitigation Plan: The Somaliland Experience

The purpose of this chapter is to illustrate the development of a drought response and mitigation plan for Somaliland using logic modeling (Kellogg Foundation, 2004) as one of the key methodologies. We argue that a well-developed emergency response and mitigation plan, utilizing the principles of logic modeling, could be a starting point to address some of the most pressing needs of the vulnerable communities of this region.
